What sort of hiccups?  It's been years and years since I've noticed any
sort of outage.

  some periods of time where i couldn't post or times
when there were no articles coming in.  eventually it
gets resolved.

Usenet service. It offers the sci.* hierarchy and carries the group you
want.

What kind of hiccups? I haven't noticed but I see in my Gnus config file
there have been issues connecting via SSL in 2014 and 2017 but even then
the plain connection worked fine.

They will take PayPal internationally; I don't know if it's
worthwhile for you to deal with PayPal just for them, though.

Depends on usage. Note the paid subscriptions often do a data block
plan which they may not advertise prominently. I use about one 10GB
block a year:

I did use NewsDemon, with which I was very happy, until one day it just
stopped working with my setup and I was unable to restore a connection.

Note that some block plans expire after a time limit.
