I don't think I would call Rox a desktop environment. It's more
like a multi-faceted app. It definitely doesn't have the scope
of a desktop environment, and yes it would be very much smaller.
Try these:
aptitude search ^rox
aptitude show rox-filer
sudo aptitude install rox-filer -s
