I got it a couple of days ago, and one of my workmates got it last week,
so I went and tracked it down ...

It's the GNOME panel. A timer goes off once every ten minutes, with a 1
in 4000 chance of triggering the fish - so don't expect to see it too
often. :) /usr/share/pixmaps/fish/fishanim.png contains the graphics.
