That's the BIOS's job.  Surely you can find someone's computer to test
the USB stick on (just to get to the installer flash-scrren boot:
prompt even) to ensure that it is set up correctly.  Then you have to
have the BIOS boot from USB.  You may have to get the tech fellows to
have the bios boot it.

You do, but I've yet to find someone who was authorized to nuke a
Windows install that didn't have Administrator privileges.

Thank you all.

I stumbled on the correct sequence. After I did install-mbr first, and
THEN zcat the boot.img.gz to the usb it booted from the CD.  The way
it's laid out in the installation guide, it looks like you can install
the boot image files and then if it doesn't boot, fix it by doing
install-mbr. This did NOT work. However, the reverse did work.

I have a laptop running Etch hooked up, but as someone correctly
guessed I do NOT have admin rights on the XP desktop machine.

So far, it's installing smoothly. I did guided partitioning and took
the whole hard disk they installed for me and put home on a separate
partition.

If you don't have admin rights, then installing/reconfiguring stuff on
your "managed" workstation might be difficult.  Although I have never
used this installer, perhaps it would be worth a try:

Another route might be to just open the box and connect a CDROM drive
for the install - would probably be the simple way to go, however if
they locked you out of the BIOS to go set the CD to boot first, you
might need to find the magic reset jumper  ;)

I notice that some pc doesn't allow boot from usb, some other allows
that but you must enable the usb boot in bios utility (and set the
correct boot order, of course)

Verify that, you must make bootable the usb-key.
If you have a linux machine you can use syslinux.
I've find just now this old guide (http://d-i.pascal.at/) that i think
can help you.

I usually install debian in no-cd machine using etherboot
(http://www.debian.org/releases/stable/i386/apas02.html.en#howto-getting-images-netboot).
