Just make a script in /etc/init.d/ contains your ipchains rules, then symlink 
it into /etc/rc*.d/ (the init level you use) . name the symlink as 
SXXyour_ipchains_script 
(XX : number used to determine which service should be started first, the 
greater the number ; the later it's started)
