Some proxy servers allow irc connections thru them (but i've only seen that happen in mIRC). Some servers offer cgi-irc clients, which you can use over a standard web/proxy. But not many. If you google for CGI:IRC you will find various servers (along with the sourceforge project page, which has a short list).
