(probably too late, but might help somebody eventually...)

add this:
deb http://forcix.cx/ debian/

to /etc/apt/sources.list, and do the usual 'apt-get update; apt-get
install' thing.

IIRC those can't be packaged by Debian because of the various patents and
such.  I installed notlame by finding an RPM of it, converting the RPM to a
deb by using alien, and then installing the deb via
'dpkg -i '.  Worked no problem.
