Essentially, yes, except that the attribute 
appears to be dy rather than baseline-shift.  
With the stroke specified on a bigger scope, 
the code simplifies.

text x=25 y=45 ftspan font-size=12 dy=41/tspan/text

Folk,

This puts subscript 1 on text f in SVG but is a little cumbersome.
  text x=25 y=45 font-size=20 stroke=#00f/text
  text x=30 y=50 font-size=12 stroke=#001/text

This would be more tidy but fails.
  text x=25 y=45 font-size=20 stroke=#00fsub1/sub/text

Does anyone have an improvement on the first instance?
