I don't know anything about PAP, but with my provider I have to explicitly enter a name and password, then I have to type 'c ppp' to actually start it sending ppp protocal funny characters. Since a few days (since diving into the above) I keep getting 'lp1 at 0x0378 (polling)' and 'lp1 off-line' in my startup messages (dmesg).
