FWIW, I'd say the opposite -- I'd say negotiating about the content of the ballot is what it looks like when you're trying to come to a consensus; and that having the folks who're interested enough in the topic come to a consensus (or as close to one as possible) before asking for the rest of the project to participate is a good thing.
