 A staging place is a place where an author of an HTML document checks
 the look and feel of a document before it's uploaded to the final
 location. A staging place doesn't need to be a separate server, nor
 need it be a mirror of the real tree, and not even a tree of
 symbolic links. A sparse directory tree that holds nothing but the
 staged files will do.

 The package is available on every CPAN mirror, as
Apache-Stage-1.18.tar.gz, last modified 16. Okt 1997 (this doesn't mean
that it's not maintained anymore, but that it's somewhat finished and
bugfree).  As in the package itself there is no copyright mentioned at
all I mailed the maintainer directly and got the following reply:

 I suggest you read the Developer's Reference and the Debian Policy
 (pacakges developers-reference and debian-policy repectively).
 Basically the steps are:

* You check noone else is working on what you want to package
* You submit an ITP, which I gather you already did
* You package whatever it is you want to package
* You upload the packages to the archive
* You wait for it to be installed on the archive
* You reply to/acknowledge bug reports and fix whatever there's to
  fix
* Upload again, repeat and rinse.

 This assumes you can upload packages to the archive.  If that's not the
 case, you need to find an sponsor who can upload packages for you until
 you become a developer.

I can muddle through maintaining this package until someone else takes it.

I have spoken to the maintainer on IRC, I will have a new version of the
package for this in a week or three. It should split the plugins into
gaim-common, so you can have the GNOME and non-GNOME versions installed
seperately, and won't be a Debian upstream tarball only. :P
