The code to spin down disks is taken from hdparm with few changes.
If hdparm works for you cpudyn also will work.

Sorry for the delay in responding.  The last time I looked, the
dependent libraries Singular-factory and Singular-libfac seemed like a
mess to package -- they didn't build shared versions (though a policy
revision since then has made this not as much of an issue), wanted to
install headers directly in /usr/include and didn't have any way to
specify different include directories for the needed headers, there
were several configurations available and no configuration seemed to
be able to work with both Macaulay2 and Singular, etc.  So I gave up.

Well that works fine until the filesystem spins the disk back up to
write a file. Oh well, not useful then.
