By using copyright law to reinforce software patents (which are a load
of hooey to begin with of course), the license becomes non-free.  A
notice that the software is subject to patents would be free, but making
it a binding part of the license is not, because the license will impact
users in jurisdictions (present or future) where the patent itself is
invalid, and even precludes using this code in non-compliant
implementations that have properly licensed the necessary patents.

If your lawyers are worried, they really ought not to be.  We (i.e.,
the JasPer contributors) do not have any secret evil motivations behind
Clause F in the JasPer license.  This clause is only to prevent ILLEGAL
non-interoperable use of the JasPer software.

The original wording of Clause F did not make clear that JasPer can be
used to build non-JPEG-2000 products.  For example, you can remove the
JPEG-2000 codec support from JasPer and create a product without
JPEG-2000 support without violating the terms of the JasPer license.
What this clause does say is: IF YOU USE THE JPEG-2000 CODEC IN JASPER,
then you must not introduce changes to the codec that would cause it
to be NONCOMPLIANT with the JPEG-2000 standard.  If you did this, you
would be infringing on at least several patents.

With the above said, is the JasPer license really not not good
enough for your purposes?  I mean, why would KDE want to use JasPer's
JPEG-2000 support in order to create a mutant non-interoperable
JPEG-2000 clone that infringes on at least several patents?

This my program is debianized with debconf support included; so
including it in debian should not be a big problem. After reading
'joining  Debian' i have decided to submit a rfp instead of going
through this complicated procedure.

Smart Cache is full featured proxy cache server. It can
be also used as replacement for your browser's internal diskcache. If you do
it, you will have faster, more anonymous and offline browsing available.
Program is written using Java language, it is reported to run under Windows, 
Linux, OS/2, MacOs, NetWare.

Smart Cache can filter URL (for example banners), cache every page (you do
not need to wait when using 'Back' button), cached data are later available for
offline browsing, selective deletion of cached data by size or type 
(garbage collection), compress saved pages,
continue loading after you press 'STOP' (if you
return to this page, it will be available without waiting) and create
aliases for your favourite web pages (if you don't like bookmarks).

Smart Cache prints statistics and you can see how many requests was served
or blocked by it. On most installation Smart Cache hit ratio is 30-50% of 
traffic.

It can also increase your privacy by selective cookies filtering,
changing your browser identification and changing value of referring page.

May I ask what kind of advantage this package provides compared to using
ping to keep the connection up? I'm asking because in the past and even
these days I sometime use a simple ping to ensure that a connection is
kept alive while the other site is quite slow to respond. 

Please don't see this as an attempt to keep you from packaging this
software or keeping the package out. Instead consider it as a question
of an interested user and developer.

I know that at least Ivan was looking at dh-make-perl and improving it.
I had been poking at it a bit, but I don't have anything to show for it,
honestly.

Are you planning on taking over development of it moving on, or just
maintaining the current source?  You may want to check in with Ivan, if
you haven't done so already, and catch up to where he is on it so far.
My suggestion would be to set up a SF.net or Alioth project for it, so
that it can be worked on by a few people.

I don't mean to discourage you from development on it, but I just
wanted to make sure you knew about other people's work on it
