From my point of view, this package is encumbered by the license change
of MySQL. I hesitate to link the package against the GPL
libmysqlclient12 library from MySQL 4.0 without prior discussion, since
this might bring users (perhaps even other packages) into license
trouble.

If somebody like to take over the package, he should show me that he's
aware of the licensing issue of MySQL, and he should present me with a
viable resolution (at the moment, I can only think of forking the
package into python-mysqldb-lgpl and python-mysqldb-gpl).

Yes, but read Debian policy: every package in main has to be rebuildable
with packages in main. since the SDK isn't packaged yet your cuckooo
package would belong to contrib since it needs the SDK to build...
