The iproute upstream source also contains an arpd which should work with modern kernels. This Daemon is not included in the Debian package (bug filed). I installed the package on my system with kernel 2.6.9 and ARP seems to work. But my machine is only connected to one other host... Conclusion: remove as soon as iproute includes arpd.
