There are several differences between tetex and texlive, especially wrt the granularity of packaging. See the discussion on tetex-maint ML which I had with Frank Küster, maintainer of tetex. After speaking with gnome-peercast author, it appear that gnome-peercast is an add on to peercast, in the sense that it compiles with a part of peercast's sources. So I think it would be clever to include this binary package within my peercast source package and have them built together.
