I have not used either and so am not sure if icewmcp is considered a drop-in replacement. Also, you may want to look at the bug oprhaning icemc. Upstream (who is active in debian-edu, too) already created some premilinary packages (would need some cleanup) available at [1]. There are two points I would like to mention: 1. According to upstreams packages, one part is a webmin module, depending on webmin. Debian curently has no webmin packages. Not sure if cipux is usefull with the webmin package disabled. 2. If I understood a mail on the german mailing list correctly [2], they plan to package cipux themself. So I think this should have been an ITP? Well, I have one very little argument against doing so: why do it for Dzongkha and why not do it for, say, French...:-) I guess you may see the point: I don't want at all that Debian may seem too condescendant towards Bhutan and/or Dzongkha native speakers by feeling it's needed to explain what their language is while we don't feel that need for other languages. One may feel that's political overcorrectness, but experience shows that respecting peoples feelings about their culture or language is one of the key points for success in i18n.
