I've dropped the dependency on libtunepimp 0.5 in Picard 0.7.1 (will be releases this week), which means that all the required dependencies (libtunepimp 0.4, python-musicbrainz2) are already in Debian. I have a 0.7.0 package at http://users.musicbrainz.org/~luks/ubuntu2/dists/sid/main/source/. It will surely need some cleanup, but could be a good starting point.
