The result may be ok for debs you distribute on sourceforge but its no good at all for inclusion in debian. you will have to modify debian/rules after debhelper generates it. From your descriptions it sounds like you want to make the following changes remove the $(MAKE) from the build-stamp section remove the -$(MAKE) clean from the clean section replace $(MAKE) DESTDIR=$(CURDIR)/debian/webmin install in the install section with an appropriate call to setup.sh. Note that this call must run non interactively and must copy the files to a different directory from the one they will be run from so you may have to add some more command line options to setup.sh to allow that.
