I believe this is a good idea. Next step might be to remove it from Debian alltogether. Bug#515307: ITP: gvpe
Since gvpe really needs a maintainer who uses it regularly, and my organisation is moving away from (so I shan't be doing) I'm not really in a position to give it enough care. I still think gvpe would be a useful package to have in Debian, since it builds a fully meshed network instead of a traditional centralised VPN.
