(The idea is similar to that behind the packaging of efp, which allows NES emulators to be in main.) I am trying to find something else more interesting which would satisfy the requirements. Given its size (the current .deb is 6k), it might be worth simply bundling it with stella, in a multiple-tarball 3.0 format. Obviously I'll withdraw my ITP if it doesn't make sense.
