If you create your own DTDs and you have borrowed, even heavily from these, yes, you would be able to distribute the DTDs. I think 67 of the elements from dtbook dtds came from HTML. However, one should not claim that modified versions conform to DAISY or NISO. I have heard of companies who based a lot of internal work on the work DAISY and NISO did on these DTDs. I want to remphasise the Z39.98 Standard, which was designed for modification and extensibility. To whom it may concern: Recently a question came in from Mattia Rizzolo about the licenses associated with the DAISY DTDs. The DAISY Consortium is the maintenance agency for the ANSI/NISO Z39.86 Specification for the Digital Talking Book. NISO is the Standards organization that has issued this Standard, but it is commonly called the DAISY standard. The DTDs are freely available from DAISY website; start at: http://www.daisy.org/z3986 There is no cost associated with the use of these DTDs. Many companies will copy and distribute these DTDs for use with their authoring or playback tools, which is perfectly fine. This may eliminate the need to go online for validation, etc. The working group may update the DTDs if errors are found and this will be announced publically. The DTDs were developed and highly influenced by HTML and Docbook. The DTDs may be modified for your use, but you may not claim that a modified version conforms to the DAISY Standard or the Niso Z39.86 Standard. It is common for XML and DTD developers to borrow from various standards, and this is expected. I've noticed that Hedgewars used to have a similar problem, which they've solved by adding a compatibility layer for PhysFS 2.0. Using this as a starting point, I saw that only one more function had to be provided, which I backported from the 2.1 branch with some minor modifications. With the attached patch, raceintospace compiles and runs with the PhysFS library from sid. The compatibility layer checks for the version number of PhysFS, so once 2.1 is packaged, the code should automatically stop being included. The only slight drawback is that Hedgewars is GPL-2 only, so it will no longer be possible to ship raceintospace binaries as GPL-2+. But since this is only a temporary situation, I think this can be justified.
