I don't know about official policy, but I think you could make your bug
not RC by detecting whether the current system can support the package
in some reasonable wail and failing more gracefully than with SIGILL.

It's not a requirement that all packages work on all systems.
Open-vm-tools doesn't do squat if you aren't running on top of vmware;
pcscd is remarkably useless without a smartcard reader; etc.
I think it ought to be fine to have a package that is only useful with
some given hardware provided that  you're reasonable about detecting
requirements, and that  you don't place stronger requirements than are
actulaly needed by your package.

contributors who will never use this as they are contributing in other

Shocking speed improvement in json parsing has been achieved by using
the AVX2 instruction set, and haswell (2013) is the lowest requiement of
this software. This looks like an excellent candidate software for
SIMDebian.

Clearly by uploading this package to Debian I'll violate the ISA
baseline, but I'll file RC bug by myself... So let's upload it to sid...
