Bug#85784: ITP: Ogg Theora - Video codec from Xiph.org
Ogg Theora alpha 3 test release will be coming out soon but until there is a beta release they don't really want it being distributed since the format is still changing. I think Monty is still working on improving the ogg container format to support other codecs than vorbis, which will help with theora as well. Yep, as far as I know the only things that need converting will be kdelibs: kcert, kio/kssl and kdebase: kcontrol/crypto. Whoever decides to actually attempt rewriting them with gnu tls might want to contact upstream beforehand though.
