how is this any different than dash?

Dash is Herberts fork of ash, a full POSIX compliant interactive shell.
Ash is bigger, does not have builtins for mount, mknod, pivot_root,
pivot_root, all these things that Herbert replaced with ugly shell
scripts inside of the initrd or with external programs that need the
libs and possible some other large libraries. I plan to extend it with
modutils code, so we would have the most minimalistis shell-code
interpreter suitable for initrd.
