Never, but I found the problem: the apache2 didn't restart because of a 
different problem in its configuration.

Thanks for your interest. Actually, the Mambo package is ready for
Debian inclusion, but it is sitting on the NEW queue[1], waiting to be
approved and accepted into Debian's main archive.

You can grab the package from here:

Note that this package is, at the moment, hitting the experimental
distribution.
