IMHO, the following names makes most sense since they
1) tell where the theme/style/icons/whatever is/are used
2) follow some current "naming schemes" [0]

 qt-styles-foobar
 kwin-decorations-foobar
 kde-icons-foobar

The construction of these package names is pretty clear.

Packages currently in the Debian archive:

 2 - kde-icons-crystal - Crystal icon theme for KDE
21 - gtk-engines-begtk - BeOS-like theme for GTK+
20 - gtk2-engines-cleanice - CleanIce themes for GTK+ 2.x

Yes, I'm aware of that this argument is not perfectly valid since some 
packages could be renamed to comply with a better naming scheme.

For the sake of consistency, I would suggest kde-theme-$FOO. This is
what enlightenment, jsboard, opie, and even previous incarnations of KDE
itself use (kdeartwork-theme-*).

  the only packges in the archive which provide kwin decorations are
  kwin itself and kdeartwork-theme-window. however, the baghira style is
  provides both kwin decoration *and* widget style (like plastik does).

  this could be a good moment to standarize the name of these packages.
  I'm CC'ing debian-qt-kde for that purpose (and Ben Burton, who is the
  maintainer of kdeartwork).
