Debian Policy says:
"[...] for example, if the source is unavailable. These situations will 
need to be handled on a case-by-case basis."

I suggest to leave this 'case-by-case'-decision up to the ftp-masters. I 
will take care about the upload of a conforming package. Until my 
sponsor did an upload, interim versions are available from 
http://archive.daniel-baumann.ch/.

If you're going to package it without having obtained extensive
permissions from upstream, your package will be rejected from NEW ocne
it's uploaded.

Note that DSFG point 8 says "License must not be specific to Debian", so
that's not actually an option. I hope the company behind Skype opens up
their licensing, but in the meantime, FOSS-style distribution is not
something their license is friendly to.
Have you seen they are offering .deb packages to download from their
website?

Please read more carefully, we are talking about non-free, not about main.

Yes, the package is not very beautiful (just an alien..)
