In the d/copyright file there is some comment about it. Basically it replaces a non distributed data file that is used by one of the sample C source file. The idea is to keep the examples working. The missing file is very heavy, obsolete according to the upstream maintainers, and, not the least, they are very reluctant to put it back. Note that the RFP is quite old.
