Bug#650441: ITA: dhelp -- online help system

As ruby1.8 is going to be dropped from Debian shortly after wheezy, 

http://lists.debian.org/debian-devel-announce/2012/06/msg1.html

without any upkeep this will package will not be in wheezy+1.

Other than yelp, this is the only help browser that does not require
httpd-cgi, and yelp
does not seem to be able to search for arbitrary doc-book docs.

Oh I see a new version has been uploaded to mentors.debian.net COOL!

anyways, stills needs porting to ruby1.9, which will be the default interpreter 
in wheezy.
