I guess this is up to the packager/maintainer.  I myself prefer to
include the .js suffix in order to be as close as possible from
upstream.  My rationale is that someone who wants to include this
library as a dependency will either look for the upstream package name,
or look for some substring that is part of the upstream package name.

But either way, I guess this depends on the preference of the
maintainer.

It might be advisable (for someone looking to fulfill this RFP) to keep
the .js in the source package name but remove it from the binary package

Yes, I use the upstream name as part of the package name.  In this case,
the upstream is At.js, so the package name becomes libjs-jquery-at.js.
