Pre-built binary has been pushed to their github repo on Mar 11, 2017:

I think we can use the binary instead of building from source,
fonts-noto and fonts-noto-cjk do the same.

This is a priority for me for Ubuntu 18.04 LTS. Please let me know if
I can help in any way.

It looks like there are several more packages that you need to build
nototools, some don't even have ITPs yet (like pyclipper).

Do you intend to maintain these packages yourself or with a team?

Do you have git repos for your work so far?

Have you been able to build nototools or the noto-color-emoji font locally yet?

I am usually in Debian IRC in #debian-gnome. Feel free to ping me.

libraries to build fonts from source, like ufolib, defcon, and henrich is
going to update fonttools. This can lead towards to packaging nototools to
build this package from source.

Yikes, that is quite a hassle. I am CC'ing the Debian Fonts Task force and
maybe someone from there has some suggestion on how to deal with the
nototools dependency in order to build the NotoColorEmoji.ttf.

Also I think it's true based on the GitHub repo (
https://github.com/googlei18n/noto-emoji) that only the NotoColorEmoji
source exists. But that is ok, right, I mean who needs black & white?

I am packing that but progressing slowly because there's need to upload build 
dependency (nototools, #848206) to build from source and I might need to handle 
the documentation of the package. 

I can do a rename of this ITP to include the fallback version of the emoji. 
Should we do that? (Also I can't find the source of Noto Emoji despite of the 
redistributable ttf.)
