Ogg Theora alpha 3 test release will be coming out soon but until there
is a beta release they don't really want it being distributed since the
format is still changing. I think Monty is still working on improving
the ogg container format to support other codecs than vorbis, which will
help with theora as well. They had initially planned on the beta to be
released back in March 2003 but it has slipped quite a bit.

Yes, It appears they will be going forward with Theora which is based on
VP3 instead of Tarkin. Xiph.org group is currently focuing on finishing
up the Neuros Ogg Vorbis support before finishing a releasable version of
Ogg Theora. I am closing bug 162345 and retitling this one so that it is
apparent in wnpp.
