still appropriate to go into the templates section, or do you think I 
should rather create a new domain, probably called debian-med?

IMHO you can create your own domain, either debian-med or
debian-custom if some msgids can be shared with other subprojects.

packages.debian.org include link to the changelogs.  Those changelog are
plain text files, but according to policy are UTF-8 encoded.

Currently the web-server send 
Content-Type: text/plain
It should be fixed to send
Content-Type: text/plain; charset=utf-8
instead, so that web-browser display it properly.
