In fact the right contact address for cases like this is
[EMAIL PROTECTED] (yes I know that it should be listed on the web
page :-) We (gpg-coord) can also help you to find a debian member near
you in case you cannot find someone from the web page. 

Carl: could you please tell us the address you tried to contact,
and the response?

Personally, I won't be able to do much before I am back from VAC
end of July, but then I will be glad to help.

You are certainly true.

to debian-newmaint: https://nm.debian.org/gpg_offer.php lists -www as
the contact, while on the other pages footer, -newmaint is considered.

Well, as the error message says, this account is locked, there is no bug
in that.
