I don't think Netscape 6.2 is packaged for Debian. And I see no reason
for this, either. There's 'new packages' stuff on every Debian Weekly
News. Check http://www.debian.org/News/weekly out

 read that the apt-get is so much better than RPMs.  But what is there to 
 use apt-get for upgrading?
