Not according to the HTTP specification.

When it cannot find any acceptable language, it is supposed to fall
back to English, or actually the "unlabeled" language. However, there
seem to be a missing language configruation on the server that is
termporarily used as www.debian.org, which causes this behaviour
(several variants are seen as "unlabeled").

I still think this is a bug in the content negotiation.  

If the client's browser is set to request (for example) "nl_BE" only, I
think apache really should send "nl" if that is available and nl_BE is
not.  Currently it sends Norwegian or Hungarian or so, which makes no
sense at all.

And if it can't match the requested language at all, it should probably
send English text, and not some random language from the set (se,no,hu)
or so.

The resurrected build machine probably doesn't have the correct locales
installed (yet), I noticed as well that everything on the Swedish page
that required translations from the po files failed to work properly.

 Yes, right. It is a problem with current CVS being down and the request
to get the compromise news online on www.debian.org (which is
www.de.debian.org currently). To get the newsitem on the server it
needed to be changed, sorry.

 As soon as CVS is back working again this will be fixed. In the
meantime it was more important to get the item on the page.

Hmm... so why do I have main webpage partially in English and partially
in Polish? Menu on the left side of main page is in English and the rest is
in Polish. I am almost 100% sure that everything is translated in webwml
module. I have set in my Mozilla Firebird the following value:
intl.accept_languages=pl, en-us, en

Before compromise and moving WWW on another server this was working just
fine.

If the browser is correctly configured, I don't think it should make
any difference. However, if the browser is unconfigured, it might do.

That's not browser fault. I think that moved servers doesn't working as
expected... something is wrong with content negotiation.

Hello, I hope you are well,
I was visiting the Debian website just now, & suddenly
when I visited a page it looked like it was in swedish
or finnish. I am in the UK & I always have everything
set to UK English. Anyway, I tried refreshing the page
but the samething happened, it loaded in the same
language. I visited other pages on the Debian site &
only the main page & a couple of other pages like the
contact page were in english, the others were still
being loaded in swedish/finnish. I tried some other
websites but they were okay. Then I totally closed
Internet Explorer & I cleared all my cookies &
temporary internet files & offline content. I then
started it up again but got the same problem, the main
http://www.debian.org page is okay, so are a couple of
direct links from that page, but the others load up in
what I think is swedish or finnish. (here is a brief
sample)
