FWIW I see exactly the same thing on my Compaq Armada 1500c. 4.0.2 worked fine. I found a workaround: Use dpkg-deb to extract chips_drv.o from xserver-xfree86_4.0.3-3_i386.deb and copy it over the chips_drv.o file that comes with the XFree 4.1 package. The gnome panel applet wanda is confused and can not scale its text box anymore. Using wanda or trying to select a different font size causes the mouse to behave erraticaly and the X server to use up all available CPU time for a while so that the machine unusable.
