The fonts can be provided by a font server or by other means, they don't need to be installed with the server. Typically, the package you want to install is "xorg", not just "xserver-xorg". If xfonts-base is not installed, the X server doesn't start and it says (in /var/log/Xorg.0.log) it cannot find the required "fixed" font. So if it's required, why not put a dependency in the package? (Maybe it should be a different package the one that depends on xfonts-base, but in any case, it seems one of them should do it).
