OpenGL 2.1 is what that GPU supports and nothing more, as you can see here:

Please replace “it’s” (short for “it is”) with “its” (genitive form)
in the package long Description.

(That being said, what benefits has the modesetting driver over the
intel driver viceque versa? I encountered crashes during zooming in
a map on a website with modesetting, and modesetting has OpenGL 2.x
only — does a comparison exist? I’m on an IBM X61 with GM965.)
