That's the difference. Non-interactive upgrades shouldn't ask questions in the first place if no new questions have been added. Otherwise, the questions should be asked; however, the big difference is that xserver-xorg should observe dpkg's --force-confdef (as well as --force-confold and --force-confnew) flags so that the new configuration file will be written--somewhere--so the user can compare it with the old one in order to accept the changes or not.
