ACK problem description; nb considering where the hotplug input stuff
seems to be going I have locally worked around this via...

defaults (per synclient -l) are all 0 which seems a rather
surprising change to previous defaults.

A simple rename to...

15-debian-x11-keymap.fdi

 results in the desired effect (ie call out to debian-setup-keyboard,
parse of /etc/default/console-setup, and keymaps per XKB... options in
that file pushed back via input.xkb.various HAL properties)
