Actually, after talking to another Debian developer about this, I've
changed my mind.

Providing the empty directory is better because the local administrator
might install non-packaged X clients which use app-defaults, and if they
attempt to follow a broken symlink, they will probably become upset.

I will fix this is a future release of the XFree86 packages.  (Probably
the next one, but I hate to make promises.)

If I install xlibs in a chroot with only essential packages otherwise,
it creates a symlink /usr/X11R6/lib/X11/app-defaults -
/etc/X11/app-defaults, but the package does not make sure the target
directory exists.

(This is breaking builds of rsxs under pbuilder.)
