I reported this problem -- which does not happen in every upgrade scenario -- to the debian-dpkg and debian-devel lists[1]. No one has yet replied. I am either using dpkg-divert wrong, in which case I require instruction from someone who knows how to use it better, or there is a bug in dpkg-divert.
