s/evdev/input-hotplug (which uses evdev)/ actually. If you want
to configure the keyboard layout manually, you should do it in
/etc/hal/fdi/policy/something.fdi. There are some details in

There should be an automatic way to get the right keyboard layout
in the near future.

Ctrl-Alt-Backspace is disabled by default now. There's no consensus
about enabling or disabling it by default, but many users complained
about killing X by mistake, so it's disabled now (upstream).

Ctrl-Alt-Fx should work. Is it better with latest experimental
packages?

To enable it, use

Option  DontZap off

in Section ServerFlags, or if you also want the root weave instead of
just a black background on server startup, you can use the -retro
command line switch.
