No, I was running git snapshots because I was experiencing some issues
with the previous batch of 6.12 packages so that would be it.

Building a new snapshot against current X server resolved the problem.

I did not change my xorg.conf (and Debian hopefully does not do that
behind my back anymore) so it must be the default and it is different
from what I get with the git snapshots.

Current upstream Git master branch uses EXA by default, but not the 6.12
branch. I doubt it was ever used by default in a Debian package, so
either you chose it explicitly or rotation happened to be usable without
rotation somehow.

Rotation isn't (and probably won't ever be) accelerated with XAA. Try
EXA.
