(it's working for me, of course ;-) According to the bug report, that's using POSIX locale, but I see a mention of cyrillic fonts. What do the X resource settings look like? I'm using current-ncurses: ncurses 5.7.20090906 (I don't see anything that I've marked in NEWS between 20090803 and current which seems to be a related fix).
