I am experiencing the same bug here. After upgrading to 1.3.99.901-1 
tapping stopped working. It was working fine with the previous version,
with the very same setup as now: Configuration (xorg.conf), Hardware,
and /dev/-device didn't change.
By using gpointing-device-settings every setting can be changed (e.g.
Speed, Scrolling) EXCEPT tapping; if, according to
gpointing-device-settings, tapping is enabled, it still doesn't work.

Dmesg line:
input: ETPS/2 Elantech Touchpad as /devices/platform/i8042/serio1/input/input7

it's always to good to mention the previous setup where things were
working.

(a) Anyway, you can use synclient or gpointing-device-settings to set
options. That'll help us make sure touchpad settings are actually
working.

(b) Looking at your configuration, it might just be that you're using
an inappropriate /dev/input/* as device. Doc to get you started:
  http://pkg-xorg.alioth.debian.org/howto/configure-input.html

Provided (a) works fine, (b) should help you hard-code configuration
as you wish.
