The earth has turned a few times since and most packages have been updated to build depend on libmotif-dev [1,2]. So I think from the Debian archive perspective, the transitional package is not needed. We (Graham and I) also dislike the idea, we rather have people being aware of the change, i.e. they should notice that they are using a different implementation of the library. Could you reconsider your request of a transitional package and migrate glw to build-depend on libmotif-dev? If not, we would be adding the transitional package only for glw (and maybe sqsh), which sounds slightly overdone to me. If you rather have it, I can do the transition in a NMU. Of course, if you have good argument why you believe it is still better to provide the transitional package, I would like to hear them.
