There should be also a separate setting for laptops' touchpad edge scrolling to avoid constant tinkering with the setting, because obviously touchpad accelerates differently. At least I find that the default current slow scrolling is ok for my touchpad, but I hate it for my mouse wheels. For sure I'd rather live with that tinkering than current no-setting-at-all situation. I could only reproduce the alacarte (mis)behavior. It should be enough to create the directory, I think. I think this design error is more serious than the report above suggests. I am currently trying to sync 1GB of Gmail data and you would really be forgiven for thinking Evolution has completely stalled because there is no information and all the little spinning wheel animations have all stopped spinning. The only reason I haven't assumed the worst and forced Evolution to quit has been because I have been using iotop to confirm that Evolution is still writing to disk.
